I am Dr. Jeffrey “Doc” Solomon, and I am running for Florida State Senate in District 38 as an Independent with no party affiliation (NPA).

I am not backed by a political party. I am not beholden to lobbyists, corporations, or special interests. My only obligation is to the people that live in my district.

I have spent 43 years building a healthcare practice that has served South Florida families across every background and political affiliation. I will utilize the skills I have developed through my medical practice to represent the people of District 38: listen carefully, earn trust, and never lose sight of the person in front of you.

I am running because I believe public service should be exactly that -- service to the people. District 38 is a vibrant, diverse community that includes:

When I decided to run for the Florida Senate District 38, I did not start with a platform, I started by listening. I met with residents face-to-face and asked simple but important questions:

What do you love about your community? What challenges are affecting your daily life? What should your state government be doing differently? If I could pass one law in my first year, what would you want it to be?

What I heard was powerful.

I heard deep pride in our communities; the kind of pride that makes people want to protect what they have built and preserve what makes this district special. But I also heard real frustration.

These concerns are not abstract. They affect my life as well, and they are why I am running.



My mission is straightforward: address the real problems people face every day, protect and strengthen the communities we love, demand transparency and accountability, and restore respect among neighbors -- regardless of political affiliation.

To do that honestly, I am running as an Independent. We have grown used to two parties controlling every decision. But we are not bound to that system. The American spirit is rooted in independence, in thinking for ourselves and standing up when something is not working.

Right now, politics feels like a game. It is not. These are real issues affecting real lives, and they demand real solutions. I am not running to play politics. I am running to get results.

In a divided legislature, an independent is the deciding vote. It cannot be taken for granted. It must be earned.

My vote will never belong to a party, a lobbyist, or a corporate donor -- it will belong to District 38.

That is not a weakness. That is representation.



ABOUT "DOC"

For more than 43 years, I’ve had the privilege of serving South Florida families through my healthcare practice, caring for people from every background and community. Early in my career, while working as an on-set chiropractor for the television series Miami Vice, I developed the idea for what became the nation’s first mobile chiropractic practice — a model that has since inspired more than 4,000 mobile practices across the country. I was also honored to be selected from more than 65,000 candidates nationwide to serve as a staff chiropractor for Team USA at the Olympics. Throughout my career, I’ve worked to advance my profession through leadership roles as President of the Florida Chiropractic Association and President of the American Chiropractic Association Sports Council. Beyond my practice, I’ve remained deeply committed to our community through service as Co-Chair of the Miami-Dade Sports Commission, a member of the Miami-Dade Public Schools Health Advisory Committee, and Co-Chair of the Pinecrest Zoning Board.

My favorite book is Team of Rivals by Doris Kearns Goodwin; the story of how Abraham Lincoln brought his rivals and adversaries into his cabinet and governed through consensus rather than combat. That model is exactly what I intend to bring to Tallahassee: the belief that the best solutions come from assembling the best minds, regardless of which side of the aisle they sit on, and working toward common ground with the people of District 38 as the only true North.

The Issues

Traffic, Transportation, & Overdevelopment

I support a transportation system that works for everyone in Miami-Dade. My plan invests in rapid transit, rail expansion, and a modernized bus network to reduce traffic and shorten commutes. We will upgrade roads and traffic signals with smart AI technology, improve highway access points, and expand efficient express lane options where needed. By promoting transit-oriented development and creating new job centers in areas like South Dade and West Kendall, we can reduce the need for long daily drives. We also support safer streets and sustainable transportation choices that strengthen the economy, improve quality of life, and prepare Miami-Dade for future growth.

➔ Affordable Home Ownership & Cost of Living 

I support making homeownership more affordable and achievable for Florida’s working families and young people. My plan increases the supply of affordable housing by encouraging smart zoning reform, faster permitting, and incentives for builders to construct starter homes instead of only luxury developments. I support expanding down payment assistance, tax-advantaged savings accounts, and affordable mortgage programs for first-time homebuyers. I will promote innovative and lower-cost housing options, including modular and manufactured homes, while protecting neighborhoods from excessive corporate ownership that drives up prices. Housing should be attainable for teachers, nurses, first responders, and working families who want to build stability and long-term financial security in Florida.

➔ Reducing Insurance Costs

Florida families are being crushed by the rising cost of property and casualty insurance, threatening homeowners, renters, seniors, and small businesses across our state. I support a balanced, common-sense approach that reduces fraud and excessive litigation, increases transparency and accountability within the insurance industry, and strengthens competition in the private market to stabilize premiums. We must expand home-hardening programs that help Floridians protect their homes from hurricanes and qualify for lower rates, while ensuring insurance companies treat policyholders fairly and responsibly. I will fight for reforms that protect consumers, improve market stability, and make property insurance more affordable and accessible so families can continue to live, work, and invest in Florida with confidence.

➔ Healthcare Access & Affordability

I support creating a Florida healthcare system modeled after successful state-based approaches like Massachusetts that provide affordable health insurance coverage for every resident while preserving choice and encouraging competition. My plan focuses on expanding access to affordable insurance options, reducing uninsured rates, increasing preventive care, and lowering long-term healthcare costs for families and businesses. I support a system that brings together private insurers, healthcare providers, and public programs to ensure every Floridian can obtain quality, affordable coverage regardless of income or preexisting conditions. No Floridian should have to choose between paying medical bills and supporting their family, and healthcare access should be available to everyone. My plan expands rural healthcare, telehealth, and mobile health services so no community is left behind. Expand the Florida Reimbursement Assistance for Medical Education (FRAME) program, which offers to offset loans for medical and nursing professionals who work in underserved areas. I will fight to improve mental health services, reduce disparities in care, and expand home-based services that allow seniors to age with dignity. Healthcare is not a privilege for the few — it is a basic right that should be available to all.

➔ Education & Public Schools

I support fully funded Florida’s public schools that focus on student success. My plan raises per-pupil funding to the national average, increases teacher pay, and supports educators with better contracts, licensure pathways, and professional autonomy. We will expand mental health and school safety programs, and ensure every child learns in an inclusive, welcoming environment. Public funds should strengthen public schools—not unaccountable voucher programs or corporate takeovers. By investing in teachers, students, and local communities, we can improve educational outcomes, attract and retain top talent, and build a stronger future for Florida families.

Government Transparency & Accountability 

I support restoring trust in government by demanding transparency, accountability, and leadership that puts Floridians first. Too many people believe state government serves lobbyists, corporations, and powerful developers instead of the communities they represent. I will fight for stronger ethics laws, full transparency in state spending, and tougher restrictions on conflicts of interest and backroom political influence. Floridians deserve open budgeting, public access to government decisions, and elected officials who answer to the people not special interests. I support campaign finance reform, independent oversight, and stronger protection against corruption, so government works honestly, efficiently, and in the best interests of Florida families and taxpayers.

➔ Environmental Protection

I support protecting Florida’s environment through practical, science-based solutions that preserve our natural resources and strengthen community resilience. My plan invests in nature-based infrastructure such as mangroves, oyster reefs, wetlands, and dunes to reduce flooding, erosion, and storm damage. I support expanding the Resilient Florida Program, strengthening coastal building standards, and restoring critical ecosystems like the Everglades and coastal wetlands. We must manage growth responsibly to protect wildlife habitats and water quality while preparing for sea-level rise and stronger storms. I will promote regional cooperation, conservation-focused planning, and sustainable infrastructure to protect Florida’s environment, economy, and quality of life for future generations.

I support protecting and advancing women’s rights by ensuring every woman has equal opportunity, safety, and freedom to make her own healthcare and life decisions. My platform supports access to reproductive healthcare, contraception, and maternal care while defending personal privacy and individual rights. I will fight for equal pay, workplace fairness, paid family leave, and greater support for women-owned businesses. I support stronger protections against domestic violence, sexual assault, and online harassment, along with expanded resources for survivors. We must invest in education, mentorship, and leadership opportunities for women and girls so every woman in Florida can live safely, independently, and with equal opportunity to succeed.

Civil Rights & Equality

I support strengthening civil rights in Florida by ensuring equal protection, equal opportunity, and full participation in our democracy for every citizen. My platform calls for restoring academic freedom and accurate instruction about the full history of marginalized communities, while protecting open dialogue in schools and workplaces. I support protecting voting rights by expanding access to mail-in voting, preventing unnecessary barriers, and promoting fair, independent redistricting that safeguards minority representation. I will work to simplify rights restoration for returning citizens and ensure they can fully reengage in civic life. I also support well-funded civil rights enforcement, stronger anti-discrimination protections, and partnerships that empower communities to advocate for justice and equality.
